Maulana Saad Kandhlawi is a religious figure and the current Amir (leader) of the “Maulana Saad” Offshoot of Tablighi Jamaat. His faction was created after he violated the Shura agreement, and abandoned the existing Shura after the Shura declined his request to be the new Ameer of Tablighi Jamaat. He has since declared himself the new Ameer of Tablighi Jamat without being officially appointed.

Maulana Saad Father
Maulana Saad’s Father is Maulana Haroon Kandhlawi. He passed away on the 28th of September 1973 when Maulana Saad was 8 years old. Maulana Harun Kandhalawi was 35 years old at the time of his death. His death was due to a sickness where he was hospitalized for 13 days.
Maulana Saad Early Education
After Maulana Saad lost his father at an early age, Maulana Saad was fostered by Haji Mumtaz from Basti Nizamuddin (Nizamuddin local residence). Since Muslin women do not generally go out of their houses, Haji Mumtaz would be the one to take Maulana Saad around and manage his early education.
Maulana Saad Religious Education
Maulana Saad furthered his education at Madrasa Kasiful Uloom, Nizamuddin Markaz, India, in 1987. While he was there, some of his teachers included Maulana Yaqub and Maulana Ibrahim Dewla.
According to one of the Madrasa’s Council members, Maulana Saad never completed his A’alim/Religious studies and never received a certificate.

Due to his special status as the great-grandson of Maulana Ilyas (the founder of Tablighi Jamaat), he was generally treated with a golden spoon. He was often absent from his classes for long periods of time unchecked. He never completed his A’alim/Religious studies. As he did not receive a formal certificate, he is technically not an Ulama/A’lim.
The title “Maulana” generally refers to a qualified A’alim. However, despite not being an A’alim and due to the respect that people had with him, he was still called an “Maulana” regardless.
Maulana Saad’s Character
Maulana Saad is known to be a persuasive public speaker. His speeches would garner attention as it is generally mixed with direct points which can at time be controversial (See: list of Maulana Saad’s Controversial Speeches).
Maulana Saad is also a hot-headed person. He would often display his anger publicly. His lack of good character has been documented in the book Ahwal Wa Atsar by Maulana Shahed Saharanpuri who was a long time residence in Nizamuddin Markaz. Maulana Shahed was also the grandson of Shaykul Hadith Maulana Zakariyya and the son-in-law of Maulana Inamul Hassan
The following are some of the incidents mentioned in the book:
#1 Maulana Saad claims that Maulana Zakariyya and Inaamul Hassan are the enemies of Da’wa
Maulana Saad’s father, Maulana Haroon was the maternal grandson of Maulana Zakariyya Kandhlawi. Maulana Inamul Hasan who was the third Ameer of Tabligh, was the brother in law of Maulana Yusuf, the second Ameer of Tabligh (and grandfather of Maulana Saad).
Yet, despite these close family ties, after the demise of Maulana Inamul Hasan in 1995, Maulana Saad would othen say:
The enemies of Da’wa are two: Maulana Zakariyya because he did not make my father Ameer; and Maulana Inamul Hasan.

Maulana Saad later realized the toxicity and danger of his words. He would later stop criticizing Maulana Zakariyya and would only criticize Maulana Inamul Hasan afterwards.
#2 Maulana Saad throws a tantrum when asked to share Musafaha (farewell handshaking ceremony)
It is a Sunnah (tradition) of the holy prophet SAW that before Da’wa parties were to depart, a Musafaha (farewell handshaking ceremony) was to be conducted. In the 2014 Bhopal Ijtema, it was decided that he and Maulana Zuhair were to conduct the Musafaha ceremony together.
Maulana Saad did not like this at all. He felt that it was only him alone that should conduct the ceremony. He walked off the stage during the ceremony which was attended by at least 1 million people expressed his anger and some of the members of the deciding committee (Shura)

#3 Maulana Saad disrespects his teacher and the most senior elder in Nizamuddin
Maulana Yaqub was the most experienced worker and teacher in Nizamuddin. As a teacher, he was not only the teacher of Maulana Saad but the teacher of Maulana Saad’s father as well.
Once, with full disrespect, Maulana Saad looked directly into Maulana Yaqub’s eyes and scolded him in front of everyone:
“What do you know about the work of Da’wa? I am doing the work here!”

Once, in a Bayan (public speech), Maulana Saad made a scoffing remark to Maulana Yaqub, as Maulana Yaqub denied his Emirate (leadership). Maulana Saad said: “That person who said there is no Amir (referring to Maulana Yaqub), is Majnun (Crazy). There is no Amir here except me.”

#4 Maulana Saad tells the senior elders of Nizamuddin to go to hell
On one occasion, Maulana Saad was so angry at a group of elders for not accepting his leadership that told them all to “go to Jahannam(Hell)”.

#5 Maulana Saad angrily insults a Muslim in a gathering
In a gathering in Nizamuddin Markaz, Maulana Saad in anger insulted a Muslim in a gathering ordering him to be thrown out of the Markaz!
“What are you doing??..Shaytan…catch him..Jaahil..i am shouting since morning at him for talking on the mobile…catch and bring that donkey here..catch him catch that donkey with a black cap..the one at the front.. he is like Shaitan..from where he come?…go and throw him out..go..make him run from this place and throw him out…he has become Shaitan and has come to this place…i am saying since this morning to call him…he is like donkey…[unclear]…ummat peoples are wandering here… doing haram work….[unclear]…”
Maulana Saad was appointed to the World Shura at a young age
In 1993, at the age of 29, the young Maulana Saad was appointed into the World Shura, the highest council in Tablighi Jamaat. The purpose of the World Shura was to assist the Ameer of Tablighi Jamaat. At that time, the Ameer was Maulana Inamul Hasan.
After Maulana Inamul Hasan passed away, the World Shura decided in a 1995 agreement that there would be no more Ameer but a rotating Faisal (deciding Chair person) during the Shura meetings. The rotating Faisal would emulate the role of an Ameer. Since there was no formal Ameer, the agreement also ceased the practice of Bay’ah (the pledge of allegiance to the Ameer).

Maulana Saad takes control of the Markaz Treasury
In August 1996, Maulana Izharul Hasan, who was in charge of the Nizamuddin Markaz’s finances passed away. Maulana Saad took over the Markaz’s treasury and finances. Until now, the financial accounts of Nizamuddin Markaz are only known to Maulana Saad and have never been audited.

Maulana Saad has never spent time in Jamaat
One of the key elements of the Tablighi Jamaat movement is the Da’wa missions or ‘Jamaats’. These Jamaats are typically organized in 3 days, 40 days or 4 months missions. Each members are encouraged to embark on these missions periodically.
After being appointed to the World Shura, Maulana Saad has never spent any time in Jamaat until today. This was testified by many including Haji Abdul Wahab Sahab who was the Ameer of Pakistan and a World Shura member as well.

Maulana Saad declares himself the new Ameer (Leader) violating the 1995 agreement
Maulana Saad declared himself the new Ameer(leader) of Tabligh in 2014 by initiating Bay’ah (pledge of allegiance) to himself. This move was highly criticized as it violated the 1995 Shura agreement, which stipulated there would be no more Bay’ah to an Ameer.
The World Shura rejected his move to be the new Ameer
In November 2015, the World Shura met in Raiwind, Pakistan. At that time the World Shura had recently lost its third member (Maulana Zubairul Hassan). Only Haji Abdul Wahab and Maulana Saad was the remaining member left.
During the World Shura meeting, Haji Abdul Wahab was the Faisal (deciding chairman) at that time. Maulana Saad’s declaration as the new Ameer was not accepted. The World Shura instead added new members to it. The new appointment included Maulana Ibrahim Dewla and Maulana Yaqub.

The decision to expand the World Shura enraged Maulana Saad as he did not want to work in a Shura but wanted to be the new Ameer.

Maulana Saad closes down the Markaz in protest
Upon returning from Pakistan, Maulana Saad protested this decision by closing down the Nizamuddin Markaz (in India) for local Jamaats. For almost one month, the Markaz was quiet with only foreigners attending.

Maulana Saad creates his offshoot Tablighi Jamaat Faction
In December 2015, Maulana Saad created his own Shura where he was the sole Ameer and rejected the existing World Shura.
Since the World Shura was the recognized body as per the 1995 agreement, Maulana Saad has thus broken himself away from mainstream Tablighi Jamaat.
Maulana Saad attempts to disunite Tablighi Jamaat Worldwide
Maulana Saad began to seize control of various Tablighi Jamaat Halaqas (units) in India and worldwide by appointing his loyalists and demoting those who were against him. He sent many Jamaats worldwide to propagate his version of the story creating a slew of disagreements disuniting Tablighi Jamaat worldwide.
Those who were not in line with him were asked to leave their respected Markazs worldwide.

The World Shura members from India remain hopeful
The newly appointed World Shura members from India continued to stay in Nizamuddin despite Maulana Saad’s break away from the Shura. They wanted Tablighi Jamaat to continue as usual and were hopeful that Maulana Saad would eventually come to his senses and the situation would resolve by itself.
All hopes to mediate were lost when Maulana Saad resorted to violence
On the 19th of June 2016, on the night of the 13th Ramadhan, a group of Maulana Saad’s 100-150 fanatics stormed Nizamuddin Markaz and severely assaulted anyone who was not in line with him.
14 people were rushed to the ICU including the well-respected Maulana Ahmad Madhi, who was a close companion (Khadim) of Maulana Inaamul Hassan (This third Ameer of Tabligh).
Almost all the elders including members of the World Shura staying in Nizamuddin Markaz left the very next day. This incident ended all hopes for mediation.
The brutal incident was reported all over the news. Maulana Saad denied his involvement, however, many evidences pointed otherwise. Maulana Ibrahim Dewla himself witnessed a violent incident and was shocked to learn the truth when he confronted Maulana Saad.

Haji Abdul Wahab takes a Stand against Maulana Saad
Seeing the elders leaving Nizamuddin after the Ramadhan 2016 violence, Haji Abdul Wahab decided to take a strong stand against Maulana Saad.
- He rallied and united all the elders
- He instructed people to abandon Nizamuddin Markaz saying it has been occupied by irresponsible people.
- He delivered an ultimatum to Maulana Saad singling him the source of the Fitna.

Maulana Saad’s influence starts to decline
Maulana Saad has been on the decline since breaking away from Tablighi Jamaat:
- In 2020 March, Nizamuddin Markaz was shut down following the Covid-19 hotspot where it became a super spreader. Many foreigners were jailed for up to 6 months.
- In 2020 April, the media exposed Maulana Saad’s large farmhouse mansion with plush interiors, CCTVs, electric fences, dogs, swimming pools, luxury cars, and exotic animals [source1, source2, source3, source].
- In 2020 March, a money laundering case was opened against Maulana Saad as authorities found a large sum of money in his bank account.
- In 2022, the Indian courts enforced strict conditions on Nizamuddin Markaz: No Tablighi activities, no lectures, no foreigners, and CCTVs must be installed at all entrances, stairs, and every floor [source]. Nizamuddin was reopened in late 2022 under these strict conditions.
- 2018 – 2023 – Maulana Saad was barred 6 times from entering Tongi Ijtema, the largest Muslim gathering after Hajj.
- 2016-2023 – Many Fatwas were issued on Maulana Saad to save the public from his ideologies.
- 2023 – A strong and detailed fatwa was issued by Darul Uloom Deoband. They prohibited people from spreading Maulana Saad’s views and mentioned his followers would be answerable to Allah SWT.
- 2024 – Mufti Taqi Uthmani publicly sends a letter criticizing Maulana Saad’s deviation and controversial speeches
Maulana Saad Family
Maulana Saad’s Family members are Binti Salman Mazahiri (his wife), Maulana Yusuf Bin Saad (eldest son), Maulana Saeed Bin Saad (second son), Maulana Ilyas Bin Saad (youngest son), and 2 daughters. They are a wealthy family, owning luxury cars and living in a large mansion.
Maulana Saad Wife
Maulana Saad’s Wife is Binti Salman Mazahiri. She is the daughter of Maulana Salman Mazahiri, who is the principal of Mazahirul Uloom Saharanpur. They were married in 1990.
Maulana Saad’s Wife is known to be an extrovert and would give strong speeches to ladies who came for Masturat (ladies) Jamaat in Nizamuddin Markaz. This is despite herself never spent any time in Jamaat just like her husband.
Maulana Saad’s Wife’s father, Maulana Salman Mazahiri (Maulana Saad’s father-in-law), was one of the signatories of the Mazahirul Uloom Saharanpur’s stand against Maulana Saad.

Maulana Saad Son
Maulana Saad has three sons, namely Maulana Yusuf Bin Saad (eldest), Maulana Saeed Bin Saad (second), and Maulana Ilyas Bin Saad (youngest). Maulana Yusuf Bin Saad is deemed to be his successor and the next amir of his faction.
All three of his sons appeared in Tongi Ijtema 2023 and gave talks there. Maulana Yusuf Bin Saad was selected to give the final dua (Akheree Munajat), which is usually done by his father.
Maulana Saad and Deoband
Maulana Saad’s ideologies have been openly criticized by Darul Uloom Deoband.
The first-ever criticism of Maulana Saad’s speech came in the form of a letter from Maulana Muhammad Ishaq Utarwi in 2001. Maulana Ishaq claimed that Maulana Saad’s manner of speech is no longer in line with how the previous elders used to deliver lectures.
On 28th November 2016, Darul Uloom Deoband issued its first stance (Mawqeef) or Fatwa on Maulana Saad.
Following the Fatwa, Maulana Saad accused Doeband of being against the work of Da’wa but at the same time started a Rujoo process. Maulana Saa’s Rujoo was found to be deficient and was rejected by Darul Uloom Deoband in January 2018.
In June 2023, Deoband released a lengthy on Maulana Saad. The 27-page fatwa delves into great detail about why they believe Maulana Saad has deviated from the Ahlus Sunnah. In summary:
- It is not permissible to propagate Maulana Saad’s views and ideologies by any means.
- Those who are defending him are regrettable. They will be answerable to Allah SWT for their actions.
Due to his popularity in India, Maulana Saad seems no longer interested in making amends with the Darul Ulooms. He continued to persist in controversial statements until today. The most recent criticism of him was from Darul Uloom Farooqia Karnataka dated December 2023

Maulana Saad Bayan
Maulana Saad is known to be a good speaker. His talks are often engaging as he is critical and often makes thought-provoking statements. Some of his statements tend to be extreme and controversial. This has been the key contention the Ulema and Darul Ulooms have against him.
Some of his controversial statements include:
- Claiming that going for 40 days (in Jamaat) is Fardh despite he himself has not spent 40 days [Proof].
- Claiming that working for a Halal Rizk is wrong if Muslims are becoming Murtad (leaving Islam)
- Claiming that the greatest sin of the Sahaba was to delay going out in the Path of Allah
- Likening Nizamuddin to Madinah, and leaving it is like being Murtad (leaving Islam)
- Claiming that learning science causes Shirk (idolatry)
- Claiming that without doing Gasht (visiting Muslim brothers for Da’wa), our Imaan will not be perfect
- Blatantly claiming that those that don’t go Khurooj are similar to Munaafiqs
- Claiming that helping Islam is only through Da’wa. Helping via wealth and Intellect is not.
- Claiming that Hidayah (guidance) is not in the hands of Allah
- Claiming that shuras are the biggest Fitna while he establishes Shuras worldwide
- Claiming that leaving Mashwara is a bigger sin than leaving the battlefield
- Claiming that wearing long tight pants invalidates Salat
- Claiming that it is against Sunnah to give Da’wa outside the Masjid
- Controversially claiming that being paid for any religious work is wrong. Scholars should do business instead. If not their Muhajadah is flawed
- Claiming that there is only one way of Da’wa, which is his way
- Claiming that “IntansurUllah” (Helping Allah) is only restricted to Da’wa. Charity and Defending against enemies are not.
- Disrespecting Prophet Suleiman indirectly comparing him to the non-believers for missing Salat
- Claiming that the effort of Deen cannot be carried out without deception and manipulation.
Wasiful Islam
Wasiful Islam is the leader of the Maulana Saad’s Faction in Bangladesh.
Maulana Shamim
Maulana Shamim is Maulana Saad’s key supporter in India. He is known to travel all over the world coercing people to obey Maulana Saad. Since it is inappropriate for Maulana Saad to speak about himself directly or asking others to obey him as the Ameer, he uses such people to do so.
Where is Maulana Saad now?
As of 2024, Maulana Saad currently resides in his second home in Nizamuddin Markaz, Delhi. His main home is a large house in Shamli, UP. It is currently managed by his son, Maulana Yusuf bin Saad. According to his relative, Maulana Badrul Hisham, he spends most of his time there and only once a month (for a few days) at his large farmhouse mansion in Shamli District, UP.

Do you have any idea if Maulana Saad has any relationship with Maulana Illyas Sab (RA) and Maulana Yusuf Sab (RA) or Inaamul Hasan Sab (RA)? If yes, then we should not obey their entire khandaan from Moulana Ismail Sab, since both belong to the same khandaan (Maulana Saad and Maulana Sahid Sab).

The only way to work together is to work as a Shura and let the Shura make decision (such as who should be Ameer etc). Maulana Saad was already part of the Shura.
Okay, fine, I understand. The final conclusion is that we should stick to your argument: we will not accept him unless he bows down to Surha, and it doesn’t matter to us what happens within the Ummah—whether they fight each other or scold each other. The only thing that matters to us is that he (M Saad) must bow down or simply obey Surha’s orders without saying a word. We should all boycott or avoid entering the Banglewali Masjid until he agrees or is expelled from the mosque.
Our main goal is to ensure that Surha prevails against him, or vice versa. Let’s focus on this from both sides. We should put all our effort into this, regardless of what it means for our Hereafter, our graves, or the forgiveness of the beloved Prophet Muhammad (PBUH) towards those involved in the killing of his Chacha zaan Hamza (RA).

Maulana Saad was already part of the World Shura. He left the Shura because the Faisala (Haji Sahab) did not accept his ambition to be the new single Ameer of Tablighi Jamaat (See Haji Sahab’s statements). Haji Sahab decided to continue the previously agreed upon Mashwara and agreement in 1995 (See the 1995 agreement and World Shura decision letter). The agreement since 1995 was there be no more Ameer but a Shura (with a rotating Faisala) instead.

As I have mentioned brother, it is not easy to accept the truth. We always think we are right. Myself included. When the Fitna first started, I quickly believed in Maulana Saad’s Fitna without verifying the facts. This is despite I myself was in Nizamuddin 1 week before the 13 Ramadhan 2016 incident. It was clear that the Markaz was filled with thugs as I have witnessed their harshness myself. However, what’s funny is that even then, I defended Maulana Saad! Sadly this is how a Fitna works 😔. Only 3 years later, Alhamdulillah, after finding out the truth, I accepted it. Make Du’a and ask Allah for clarity. For Allah SWT anything is possible.

I myself was under the impression that all this Shura is a Fitna for a long time until a year a go. But logically one person can be wrong , 2 can be wrong how is that the the First level of Shura very Senior in the hierarchy Shiekh Ibhrahim Sb, Shiekh Ahmed Laat, Son’s of Shiekh Zubair Sb(RA) , Professor Sanaullah,Bhai Farooq sb and there are many Sr members in the hierarchy are all wrong and can be a Conspiracy . I don’t agree with the attitude of many Shura brothers who do not have the maturity and intellect to discuss about this topic ,but at the first level of Shura they are definitely qualified , experienced and have been from the time of Shiekh Yusuf(RA) and very well know what has been happening in Nizamudeen Markaz for 50+ years.This being a conspiracy to close the Markaz or overthrow Maulana Saad is not true. What did they get in return after all when all elders have reached 80+ yrs? Nothing except criticism . In spite of the criticism faced they stand strong since they very well know the internal issues . If one does not know what the issue actually is it is better to keep quite.
In the end we we are all brothers in what ever case , we used to sit , eat , go in Khuruj all together can we forget all this and even avoid saying Salam Never .
Even though I have moved to the Shura tarteeb after a deep research I will never use derogatory terms against the other tarteeb as this has never been the Nejeh of Tableegh let alone Tabeegh our deen teaches us to respect and be compassionate. This is a very complex issue which needs deep research as we were not there in Nizamudeen and we don’t know what happened . We have to keep asking Allah(SWT) to guide us to the truth.

Comprehensive Fatwa’s from Darululoom Deoband a have been issued.And it has been mentioned that Maulana Saad’s views are not in line with majority of the Ulema of Ahle Sunnah Wal Jamath.
However I find that many brothers from Shura make a extreme comparison with Mirza Qadiyani where the issue is complete different and he is outright Kafir Why is this the case ?
Even your website has the mention of Mirza Qadiyani is this not extremism.

Our exact words:

From my experience in Tabligh , the 3rd Sifath – Ilm and Zikr is very important. The root cause of this problem is our brothers do spend time in Jamath but do not participate in any of the programs for example Quran Tafseer, Learning Tajweed , Fiqh etc.. conducted by our Respected Ulema-e-Haq.I am sorry to say that many ordinary tableeghi brothers who were promoted in Ranks due to there time spent in Tabligh did not encourage this. .(to this day) Also statements made in the Bayanaat are not cross checked and verified rather just repeated which has become a major problem.One needs to connected with a reliable Aalim or Mufti . Although all these issues existed for a long time very few ordinary Tableeghi brothers know what is the definition of “Ahle Sunnah Wal Jamath” . For instance Quran Halqa in House Taleem which was introduced by Ml Saad – there is a major issue – https://askimam.org/public/question_detail/32480. Events after 2014 is an eye opener that one needs to be connected with Ulema-e-Haq. The local leadership might know the uslool of tableegh not the ulsool of fiqh. To learn the usool of tableegh one needs to no doubt spend time with elders of tableegh and to learn Quran, Tafseer and Fiqh one needs to stay connected with Ulema-e-Haq. Waalaikumsalam. We agree on your assessment and the fact that some brothers lack knowledge. We believe the recent developments with Maulana Saad and Deoband has made a lot of brothers more careful in their speech as a whole. The situation has alhamdulillah improved a lot.
Regardless, we would like to address that this issue of ‘lack of knowledge’ is not something unique to Tablighi Jamaat. This is a problem of the Ummah and many other Da’wah groups as well.
The Salafis who like to claim Tablighi brothers have no knowledge, they are referring to the ordinary Tabligh worker. There are a lot more highly knowledgeable Ulema in Tabligh which has more knowledge than even their ‘Sheikhs’ who self studied Hadiths etc.
Also brother I should have never understood the issue if it was not for the detailed information and proofs in the website which i have verified myself.Some if not all Shura brothers are rough with there behavior and attitude towards the other tarteeb , if this is the case can one even understand what the issue is. During the 90’s many brothers from other groups started involving in Tableegh just because of the level of Akhlaq and approach at that time. Both sides have had a share of a few of their followers displaying poor Akhlak. As you know, Tabligh has managed to reach all walks of life even the rich (who tend to have harsh Akhlak).
Maybe in your dominant Shura area, you have seen some who behave like that, but you should come to Malaysia/Indonesia to see how people of M Saad Saheb followers behave. All our Ijtemas were previously sabotaged.
Regardless, what is even more concerning is that the TOP MOST PERSON on their side has behaved in the most harsh and even violent way.

God forbid, if this pain is replaced by issues, or if sincerity is diminished and management becomes corrupt, then harm will come to this work.
I say this everywhere, that today the Jamaat has split into two factions, like two different schools of thought. I tell both sides, and you as well, that this must be accepted. Those who wish can follow one side, and those who prefer can follow the other, but the work must not stop under any circumstances. Neither side should be considered completely right, nor the other entirely wrong. Quarreling must be avoided. Today, disputes are happening in many places, even inside mosques. How can blessings descend, and how can prayers be answered in such an environment? Let those who wish to work in one way do so, and those who prefer another method work in their own way. Everyone is working for Allah.
There are two things that must be avoided: 1) Harsh speech, and 2) Having a negative opinion of others. If something seems correctable, it should be addressed appropriately. As long as this is done, the flame of concern that was in Hazrat Maulana Ilyas’ heart will never extinguish. But if it does die out, it will be because of our own actions. May Allah protect us, Ameen.
This work continues due to Hazrat’s sincerity, as you mentioned in his stories. It is not running because of any one individual but due to Hazrat’s sacrifices. We must hold onto it correctly. Think of this work as something being done solely for Allah. Then, even if someone insults you, it won’t affect you. The Prophets were told, “You seem foolish and dishonest to us,” but if a preacher today is told something similar, they immediately respond with insults. The Prophets would say, “O my people, there is no foolishness in me; rather, I am a Messenger from the Lord of all worlds.” If we adopt this attitude, then these differences will eventually end, and blessings will return, Insha’Allah.
Think of yourselves as having become like two schools of thought, one group like the Shafi’is and the other like the Hanafis. Some ask me which group is better. I say, imagine two schools of thought: if you prefer Shafi’i, follow Shafi’i; if you prefer Hanafi, follow Hanafi. You can go either way.
Finally, Hazratji and his sons reassured Mufti Taqi Usmani (May Allah preserve him), saying that what he advised is always emphasized at the Markaz, which is that if someone is expelled from a mosque, they should move to another mosque and continue the work. There is no need to insist on working in any particular mosque.
May Allah grant everyone understanding and the ability to act upon it, Ameen.

When a Jamath moves away form the actual foundation and purpose laid this causes a split. When all brothers regardless of the group come back to the foundations of Six Sifath the day is not far that this issue will be resolved.Tableegh is to call brothers towards deen , attach them towards Aamal of the Masjid and connect them with Ulema of Ahle Sunnah Wal Jamath

You’re trying to justify the wrong. Brother, all due respect, but maulana saad didn’t leave the original markaz that was established by maulana Ilyās RA, so how can he have caused the split. All the other elders that are currently against Maulana Saad, these same elders weren’t added into the shura that Maulana Inamul-Hassan Sahab RA made to decide the next Ameer
The new Shura members were appointed during a 2015 Mashara in which Haji Sahab was the Faisala.
Yes, Maulana Saad was appointed by Maulana Inamul Hasan as a Shura member. However, he was never appointed as the sole Ameer. He is self appointed and forced this through violence. This caused the split.
Okay, did Maulana Inamul-Hassan Sahab create the shura to decide the next Ameer? Or so that the members in the shura can rotate the leadership within?
There were no explicit instructions that the Shura was to select an Ameer. The Shura itself was setup in 1993, 2 years before Maulana Inamul Hassan passed away. The function of the Shura was to advice him.
When he passed away in 1995, the Shura had to decide what to do next. We all know that they decided not to appoint a permanent Ameer but a rotating one instead (See 1995 agreement)
Ok, so what did the shura decide?

Our Sharia is based on the scholarship of our esteemed Ulema. A Shura system which the Ameer is accountable to is permissible in Islam (See Fatwa documents here).
Yes our shariah is based on scholarship of our esteemed ulamaah, but this work is strictly based on seerah of Rasulallah ﷺ and sahabaah. Nothing else. This is where you go wrong. You follow those that are not actively involved in the work. I’m not criticising anyone. But just saying the reality of things. Why are we taking mashwera from people that are not doing gusht everyday? People who are not visiting Muslims with no talab? People who never leave their home for multiple days? These same people, we’re taking our mashwera from.
This is not how Sharia and Seerah works. Seerah is a source of Sharia ruling. It is not the actual ruling. If this is the case, then there is also no basis for our Usools like weekly Gasht, yearly 40 days, monthly 3 days, daily 2.5 hours, etc.
Ok you’re right but the usools are within shariat. A shura with rotating Ameer is against seerah, Umar RA warned that 2 swords cannot fit into 1 sheath when they thought about making 2 Ameers.
I have provided 7 fatwas from various Darul Iftas that a Shura with a rotating Ameer is permissible (link here).
Other than that, almost all major Darul Ulooms are run under a Shura that appoints and fires their Principal. So are Masjid committees worldwide.

The Ulema have given their Fatwas and accepted the Shura system. They themselves are practicing it (in their Masjids and Darul Uloom Committees). There is an Ameer but he is under the Shura.
A shura consists of 1 fixed Ameer. Not the Ameers rotating every month

We follow the traditional Ijma of Ulema’s understanding and intepretation of Hadiths. This is how traditional Sharia works. We don’t inteprate Hadith ourselves according to our biases. Doing so will create many inconsistencies in deriving rulings. Just look at modern day Salafis, which have so many inconsistencies in their rulings.
I get where you’re coming from, but this is not a fiqh issue. You’re avoiding my question about Umar RA’s statement. Our deen is not traditional. Our deen is the deen of Sahaabah Radiyallahu Anhum. Sahabaah followed 1 Ameer, they NEVER rotated the Ameers even though they were worthy of doing it.
Siyasah (سياسة) (governance) is definitely part of Fiqh. I can only answer in a general sense as I did not issue these Fatwas (link here).
In Usool al-Fiqh (أصول الفقه), there is a concept under the broader topic of Dalalat Al-Faz (دلالة الألفاظ) (Semantic implications of text), called Qai’datul Saraha (قاعدة الصراحة) (Principle of explicitness). In the simplest explanation, explicitness always takes precedence over implicit understanding especially when concluding something as wrong, against Sunnah/Bid’ah, etc. With the Hadith of Umar RA, there is no explicitness to indicate that a rotating Ameer is wrong. This is because in such a system there is always one Faisala (i.e. one sword) at any given time.
There are so many nuances within Dalalat Al-Faz (دلالة الألفاظ) itself. For example, one cannot be explicit in one Hadith and implicit in another. This inconsistency is a trademark of modern day Salafis who are honestly the joke of the century. When they claim we don’t have Ilm, it is actually a reflection of themselves.
Regardless, I will continue to re-iterate, that as laymen it is safest for us to follow an established School and not inteprate Hadith ourselves. Our Madhab’s and Usool of Fiqh has not only stood the test of time (>1000 years), but has also been tested in Islamic Courts throughout generations. We should be thankful that Allah SWT has preseved this through our Darul Uloom/Ifta Institutions today.

This implies that 2 Ameers rotating can never work, so what about more than 2? There’s no chance for that. Yes, shura with rotating Ameers may be permissible, but it certainly isn’t sunnah of Rasulullah ﷺ or His Sahaabah RA, and if we don’t follow sunnah in our work, this will cause fitnah. From the shura that Maulana Inamul-Hassan Sahab made, the objective of the shura was to decide the next Ameer. Similarly to how Umar RA made a shura of sahaabah to decide the next Ameer, and the decided for Uthmaan RA. Maulana Inamul-Hassan Sahab wanted to follow the same sunnah of Umar RA, by making a shura to decide the next Ameer. Now the elders made mashwera, and they couldn’t fix one Ameer, and this is why the fitnah started. I’m not saying the elders created a fitnah, no, all I’m saying is, the elders made a mistake of not fixing 1 Ameer. The elders are human, so they will make mistakes. The shura that Maulana Inamul-Hassan Sahab made, consisted of 10 elders in total, and Miyaji Mihrab was the decision maker of the shura. They made mashwera for 3 days, and Miyaji Mihrab decided that there will be 3 Ameers. Maulana Izhaar, Maulana Zubair, Maulana Saad. A lot of Ulamaah weren’t happy with this as there is no concept of multiple rotating Ameers in seerah, it’s not the way of Sahaabah. Slowly slowly, Maulana Izhaar passed away, then there was only 2 Ameers left, Maulana Zubair and Maulana Saad. Slowly slowly, Maulana Zubair passed away, which makes Maulana Saad the last person standing. Haji Abdul Wahab Saab was part of the shura, but he wasn’t made the Ameer. There’s a difference here. Im not belittling Haji Abdul Wahab saab, beshak he was a very pious person. Maulana Saad was left as the last person standing from the 3 Ameers, which makes him the only standing Ameer. The workers are bound by his decision as he is the Ameer.
There are Sharia principles before claiming something as a Bid’ah. One criteria is Nusbat Ila Al-Deen (نسبة إلى الدين) (attribution to religion). Shura is not a Bid’ah just like how monthly 3 days, weekly Gasht, etc is not a Bid’ah. We do not claim any of these practices as a “Must” or one can only do it in the prescribed manner.
We have discussed this before the claim that Maulana Saad is the last standing Shura member is wrong. Haji Abdul Wahab Sahab (who was also a Shura member) was alive at that time. He was the Faisala in the 2015 Raiwind Mashwara and decided to expand the existing Shura and not appoint Maulana Saad or himself as the Ameer. Maulana Saad could not accept this and disobeyed the Mashwara.
Brother, Maulana Saad was the last standing Ameer from the 3 Ameers that we fixed by Miyaji Mehrab Saab. Secondly, mashwera for the world can only be done in Nizamuddin markaz as that is the world markaz. The Raiwind mashwera can’t decide for the world. Haji Abdul Wahab saab was a shura member, not an Ameer, there’s a difference here. Haji Abdul Wahab saab was a very pious person, but he wasn’t fixed as the Ameer by Miyaji Mehraab Saab. Maulana Saad has more authority as he was made Ameer by Miyaji Mehrab.
No, this is incorrect. World level Mashwaras have always existed in Tablighi Jamaat. Our elders meet 3 times a year (in Raiwind , Tongi and Hajj). Many can testify that in these Mashwaras the Faisal would rotate amongst the elders, indicating that all of them were equal in rank. Even in the 2015 Raiwind Mashwara, it can be seen that Haji Sahab was the Faisal.

The rotating Faisala you mention (which Maulana Saad was part of) was only for Nizamuddin. They are not the overriding World Shura. This was one of the key items in the 1995 Shura Agreement which stipulates that those of the World Shura from Nizamuddin will be part of the Shura in Nizamuddin. It is not that long ago, and many today can testify this, including our most senior elders (See elder’s testimony section of this website, in particular Mufti Zainal Abidin’s Son, Dr Khalid’s and Haji Sahab’s Testimony).
Many can also testify that in World level Mashwaras they would rotate the Faisala between all Shura members (not just those from Nizammuddin).
