Dr Khalid Siddiqui’s Letter

Dr. Khalid Siddiqui is one of the Elders of the Tabligh who has given his life for the work. He had the esteemed privilege to work with Maulana Yusuf (the second Ameer of Tabligh) and was in the full-time company of Maulana Inaamul Hasan (the third Ameer of Tabligh). His dedication led him to take a full-time residency in Nizamuddin Markaz, Delhi.

Dr Khalid Siddiqui wrote this letter explaining the reality of the Shura in an attempt to curtail an exodus of false information.


The true reality of the Shura

Recently, a letter has gone viral in which the Shura which was established by Maulana Inaamul Hasan has been presented with distortions from a person named Faruq from Bangladesh. There was no signature on the letter. For this reason, we present this letter explaining the true reality of the Shura.

For the revival of Deen, Allah SWT granted this effort to Maulana Ilyaas in 1924. People have given it the name ‘Tabligh’ though Maulana Ilyas used to say that if he were to give a name to this effort he would have called it Tahreek-e-Imaan.

Maulana Ilyas passed away in 1944. The elders of that time appointed Maulana Yusuf the son of Maulana Ilyaas as the next Ameer.

Maulana Yusuf passed away in 1965 and Maulana Zakariyya who was the nephew of Maulana Ilyaas did a Mashwara with the elders at the time and appointed Maulana Inaamul Hasan Sahib as the new Ameer. At that time there was commotion from the Mewatis that Maulana Haroon the son of Maulana Yusuf should have been the Ameer. Maulana Haroon however, rejected this and conveyed his support to Maulana Inamul Hasan. In this manner, the effort advanced.

In 1985, in Raiwind Markaz, some changes to the Tarteeb (methodology) of the work were introduced. Some elders became worried, began to raise concerns about these changes, and presented them to Maulana Inaamul Hasan in 1992 in front of the elders of many countries. Through the Barakah of the personality of Maulana Inaamul Hasan, this issue was resolved. Once again everyone returned to the original path. After this Hazratji (Maulana Inamul Hasan) created an Aalami Shura of ten people so that the effort remains on its original doctrine (Nehaj).

This Shura carried the work on after the death of Maulana Inaamul Hasan in 1995. Unanimously they decided that the work would continue under the shura and not under one Ameer. Furthermore, it was also decided that 5 members were to carry out the work specific for Nizamuddin Markaz: Miyanji Mehrab Sahib, Maulana Umar Palanpuri, Maulana Izharul Hasan, Maulana Zubairul Hasan, and Maulana Saad. These 5 were decided in rotation as Faisal of Mashwara.

By 2000, only 3 of the Shura members remained, Haji Abdul Wahhab, Maulana Zubairul Hasan, and Maulana Saad. None of these members of the Shura who passed away were replaced even though some elders saw the need for their replacement.

In 2002, the effort moved from its course (Nehaj). This was done by one individual of the Shura. He included Muntakhab Ahaadith in the Taleem in Nizamudin without the consent of the other 2 remaining members of the shura.

Gradually in Nizamuddin, many other changes began to manifest, for example, Dawah-Taleem-Istiqbaal, only giving dawah in the masjid, discussing Fiqhi Masail amongst the common people, interpreting Quran and Hadith differently, etc.

In March 2014, Maulana Zubairul Hasan Passed away. After that Maulana Saad introduced Bay’at in Nizamuddin which he claimed that he took from Maulana Ilyaas Sahib. This was the second disagreement of the 1995 shura.

A number of elders tried to convince Maulana Saad and tried to put an end to the new ways that were being introduced without the agreement of the elders.

Even Maulana Arshad Madni and Maulana Abul Qasim Numani Sahib of Darul Uloom Deoband wrote a letter on the 31st of August 2015 after seeing the current condition of the Effort, stating with great sorrow that Nizamuddin should remain on the customs of the previous elders.

However, regretfully, even after their continuous requests, Maulana Saad did not pay any heed to them and all went in vain, his new doctrine (Nehaj) remained.

In 2015, Haji Abdul Wahab Sahib gathered the responsible elders of Nizamuddin, Raiwind, and Kakrail and completed the Shura by adding new individuals to it, for the effort of dawah to return to its original way. However, Maulana Saad rejected this, deeming that this was not necessary. Due to this, it became clear that Maulana Saad wanted to remain on his way and was not ready to listen to the views of the elders who saw that this new way would be disastrous for the effort and that it would take the effort to such a condition that reverting disastrous changes would be impossible.

In 2016, the condition worsened. Those who differed in views from Nizamuddin were threatened to such an extent that 4 members of the Nizamuddin Shura (Maulana Ibrahim, Maulana Ahmad Laat, Maulana Yaqub, and Maulana Zuhairul Hasan Sahib) took a stance. To protect themselves from fitna, they left the Markaz leaving the Markaz in the hands of one individual. Now the work in Nizamuddin began to introduce many new ways and changes such that many old workers have distanced themselves from the Markaz. For this very reason, the late Maulana Zubairul Hasan, when confronting these issues, preferred silence, so that such fitna does not unravel.

In 2015, many old workers including Maulana Ibrahim, myself, and several others requested Maulana Saad Sahib on at least 4 occasions to make a Shura and not change anything to the Nehaj of the work. However, our requests were ignored

In 2015, the old workers approached Hj Abdul Wahab to form a new Shura so that the work remains the same in Nizamuddin, Raiwind, and Kakrail. Through the Fadl of Allah SWT, Hj Abdul Wahab completed the shura by adding 11 members to Maulana Inamul Hasan’s old Shura. With this, the members of the shura now become 13. The new Shura formation letter clearly states that no changes to the Nehaj (Methodology) can be made until and unless the entire Shura agrees to it.

Further to this, if one member passes away then another person will be added by the agreement of two-thirds of the Shura. Maulana Saad rejected this new Shura stating that there is no need for it. Also to note that at that time, 3 members of the Shura from Kakrail did not sign the letter (Editors Note: 2 out of the 3 members of Kakrail accepted the Shura later on and have been very instrumental in it)

In November 2016, 9 out of the 13 members of the Shura gathered at the Ijtema in Raiwind Markaz and wrote a letter to Maulana Saad and to all those who were responsible for the work. Some of the important points are as follows:

  • After Maulana Inaamul Hasan’s demise, the shura decided unanimously that the work will move forward through Mashwara, there will be no Ameer and no Bay’ah in Nizamuddin.
  • Any change to the doctrine (Nehaj) of the work has to be accepted by all members of the Shura.
  • Matters for specific countries can only be decided when the majority of the Shura is present, i.e. Matters may not be presented to one member but to a majority of the members.
  • Those spending 40 days every year will spend their first 40 days in their country, the second in India, Pakistan, or Bangladesh (IPB), and the third in any other country.
  • The Tarteeb of holding a jor every second year for the old workers of every country in Nizamuddin was due to Maulana Inaamul Hasan being ill. This is thus not needed anymore.

Hj Abdul Wahab wrote a letter to Maulana Saad stating clearly that the shura has been completed and that after reciting the dua 101 times, he himself signed on it.

It has become clear that the letter written by an unknown Faruq Sahib was to reject the letter of Hj Abdul Wahab. We humbly request all the old workers that they carefully read through the letters of Hj Abdul Wahab Sahib, Maulana Ibrahim, Maulana Yaqub, and others so that no one spreads false rumors that could misguide a person. May Allah SWT allows us to stay on the straight path.

  1. Assalamualaikum, Nice article, can we get insight into the change of work tartib at Raiwand Markaz in 1985, as mentioned in letter.

    1. Currently, there is an Ameer which rotates among the Shura. To have a single Ameer, it needs to be approved and decided in Mashwara.

      As of now let’s just unite under the approved Shura with a rotating Ameer. This has been agreed upon and operating since 1995.
